U.S. lawmakers are refocusing on a plan to create a national infrastructure bank to encourage more private investment in roads, bridges, water systems and other public projects as traditional funding sources run dry. Senate Banking Committee Chairman Christopher Dodd (D., Conn.) said Wednesday he would push legislation to create an infrastructure bank in coming months, possibly as part of a jobs-creation package currently under consideration.

The Senate Banking Committee will hold a hearing next month on the creation of a national infrastructure bank, chairman Christopher J. Dodd said yesterday. The Connecticut Democrat joined a coalition of infrastructure bank proponents, including Pennsylvania Gov. Edward G. Rendell, at a press conference here to urge Congress and the Obama administration to create the bank. The group, led by a group called Building America’s Future, also sent a letter last week to the president asking for his fiscal 2011 budget to provide at least $10 billion to capitalize a national infrastructure bank. The budget request is to be released early next month.

Two key Democratic lawmakers today called for the creation of a national infrastructure bank to finance major transportation, water and electricity projects. Senate Banking Chairman Chris Dodd and Rep. Rosa DeLauro, both of Connecticut, said they are currently reaching out to their fellow colleagues to rally support for the effort and are open to using the jobs bill Democrats hope to pass this year as the legislative vehicle to create the bank. Dodd and DeLauro have both previously backed the creation of the bank as a way to tap private investment for public infrastructure projects, but their announcement today was the latest sign that the effort is gaining momentum and is likely to attract congressional attention as lawmakers focus on ways to bring down a national unemployment rate that sits at 10 percent. Also on hand to support the effort were officials from more than a dozen transportation and infrastructure groups, including the American Association for Highway Transportation Officials; the American Public Transportation Association; the Center for National Policy; and Building America's Future, an advocacy organization led by Pennsylvania Gov. Ed Rendell (D), California Gov. Arnold Schwarzenegger (R) and New York City Mayor Michael Bloomberg (I).

The American Water Works Association (AWWA) has joined a coalition that supports the creation of a National Infrastructure Bank, according to a press release. Building America’s Future is petitioning the Obama administration to establish the bank, which will help generate the investment needed for infrastructure projects nationwide, the release stated.
