MSNBC: Governor Rendell discusses infrastructure

EXCERPT: right, we have to be clear as a bell. there is good stuff in this job extender bill that the republicans are holding up, there is good stuff for small businesses, really good stuff. tax cuts for small businesses, a lending pool for small businesses, and that's important. that's very, very important. but i think it the thing that we can do that would most guarantee good american jobs, construction jobs, manufacturing jobs, and you've heard me say this before, ed, we ought to go on a long-term programtom repair the american infrastructure. the infrastructure jobs are the ones that have been the best product of stimulus. not only jobs on the construction side on the bridge or on the road,but jobs back in the factories producing the steel and concrete and asphalt and aggregate. that's what we ought to be doing. if we were to commit ourselves over the next five years to rebuild our infrastructure, people out there know our water and wastewater systems are in desperate need of help. in pennsylvania the price tag for doing those systems, $20 billion. if we were to do that, it would create better long-term employment, solid employment for a half decade to come.

The conference, the sixth and final stop on a national listening tour, was billed as a chance to give feedback about how the transportation bill should take shape. While senior department staff adhered to the listening session format, divulging few specifics about their current thinking, they did provide a glimpse of the frustration over the ongoing lack of certainty for transportation funding.

...Economist James Galbraith’s proposals for creating new financial institutions to pump credit into the national economy come to mind. One can imagine Hamilton, father of the First Bank of the United States, smiling and nodding at Galbraith’s argument for a “national infrastructure bank.” Hamilton’s bold ideas and national orientation helped revive the US economy once before. Given a chance, that combination can succeed brilliantly a second time.
