Early last year, a group of governors worried about the increasing focus on private tolls as a be-all solution, and formed Building America's Future.) It was led by the high-wattage governors of California and Pennsylvania, and the mayor of New York City. Soon enough, a rival group was hatched in Austin, with pro-toll states Indiana and Texas taking the lead (along with powerhouse investment firms) in setting up Transportation Transformation, with a forceful push to keep privatization in play. Holmes was tapped as its chairman.
