Arnold Schwarzenegger, who appeared at the conference with Pennsylvania Gov. Ed Rendell.  The two are partners with New York Mayor Michael Bloomberg in a national advocacy group pressing for public officials to focus on improving and expanding public works, including with public-private partnerships that give investors a stake in infrastructure traditionally funded with government money.
