The sad shape of U.S. public works and the more than $1 trillion experts believe is needed to overhaul them dominated talks by governors and state treasurers on Monday at the 2009 Milken Institute Global Conference, with many participants calling for an urgent push on infrastructure -- and new investment concepts to fund overdue projects. "We've fallen so far behind," said California Gov. Arnold Schwarzenegger, who appeared at the conference with Pennsylvania Gov. Ed Rendell. The two are partners with New York Mayor Michael Bloomberg in a national advocacy group pressing for public officials to focus on improving and expanding public works, including with public-private partnerships that give investors a stake in infrastructure traditionally funded with government money.
